Saint Simeon Papadakis, often known as the Patriarch Papdakis, was an aged man from Lyra's world who worked as the Patriarch of the Sublime Porte in Constantinople and led the organisation for fifty years. He later became the first President of the High Council. He held the title of saint ex officio due to his role in the Sublime Porte. His dæmon, Philomela, was a nightingale.

Biography

At the Magisterial Congress when Lyra Silvertongue was 20, the idea that a smaller council to make quick decisions on behalf of the Magisterium was passed. After the first day of debates, Saint Simeon sat next to Marcel Delamare and talked about the idea.

Saint Simeon was later elected as the first President of the High Council and a large event was announced to welcome him to the role. Saint Simeon prepared for the celebrations at the oratory of the Holy Wisdom, where he was assassinated.
