Mr Hawkins was the deputy headmaster at Ulvercote Elementary School. After Miss Carmichael visited his school and urged the children to join the League of St Alexander, he was openly in favour of the league. When his colleague, the headmaster, Mr Willis, stopped showing up to school, he took over.
After becoming headmaster, he'd meet up with the most influential members of the League and discuss their concerns/orders. The decisions would then be announced in the assembly the following day.
